When I heard this I found it quite perplexing. One would think that American universities would want at least more than 90% their students to be Americans! How did this come to be?
Cash is king no matter where in the world the source. The parents of the world’s 1% send their kids to Harvard not some poor rice farmer.

Why would they? All they care about are the $$$$.

It’s a top global university. It draws the top students from around the world. No different from other top global universities. Oxford is over 1/3rd international students. Cambridge is 25% international. Toronto is over 25% international. Funny that it’s now a bad thing a US school attracts top international students. Sounds like people want Harvard to DEI accept less qualified US applicants.

Maybe the government should regulate this private college’s admissions and require they only admit US students. That will surely make everyone better off.

Careful now, you’re purporting to be an expert on how and where that money goes too.
In fiscal year 2024, Harvard received approximately $686 million from federal agencies, accounting for about two-thirds of its total sponsored research expenditures and 11% of its operating revenue.
They’re a stoic bunch of perfect angels, and no fraud is happening, at all. It’s just not possible.
