We know the government especially the D government cant manage the land. I think there needs to be private sector management for these privately owned lands. Maybe even laws outlining the management. Thats all Im saying

True. But the private sector gets hired by the government to manage land all the time. It can be done.

They have the authority to enforce laws or ordinances that require private owners to take care of their land. My town paid me to mow my neighbors abandoned home. They paid me like a private landscape business, only i lived right next door.
It was a win win. They didnt have to take crews off important jobs, and i got paid to keep my neighborhood looking nice.

It has been almost two weeks since the fire. At this point the official death toll is only 114, and there many reports that the official figures are far lower than the actual numbers. Here are some examples from a few days ago:

The loss of life is being soft-peddled ; “we expect that number to increase” is all we really hear but I will not be surprised if there are 500+.
A good friend told me she saw a firefighter at Costco a couple of days after the fire. She mentioned that the death toll was just raised to 50-something. He told her that the firefighters had already used up 400 body bags, all that they had available. He said the death toll was way under-counted.

What you are suggesting goes against every fiber of personal freedom to own property. If the government can force you to mow your grass, you do not truly own the property. As I alluded to, that kind of control falls under the auspices of a HOA.
Yes, cities have zoning powers that control what you do on your own property, but when new zoning restrictions are placed on an area, the existing use is generally grandfathered in. Even if the Maui County were to impose such conditions on fallow agriculture land.
