I say let Bolton testify on the limited subject of what he has already said in the book, impeach Bolton on the basis of his leaking right before his book came out, and then make the argument that even if Trump did say he did not want to give the money unless they investigated Biden, that would still not be impeachable.

As with all things Politifact, it depends on which truth they want to answer. If the question had been did then Senator Biden want to allow new witnesses in the Clinton impeachment trial they would have had to answer with this:
“I think it would be absolutely unfair, contrary to any notion of due process if now, after all the time the House spent, all this voluminous record, they said, ‘By the way, there is Jane Doe or Charlie Doe out there.
