Trump would have probably lost by many many more votes had the Altair Rule been in place.
I worked the polls in November 2020. Hundred and hundreds of people in their 30s, 40s and 50s came out to vote who had never ever voted before.
They came out in 2016.
These voters are one of the reasons Trump support was always underestimated.
Pollsters and campaigns never reach out to people who have never voted.
Trump did, and his campaign did a bunch of the “registration harvesting” the right always lambastes Stacy Abrams for doing in Georgia.
Interestingly enough, if the right gets their way on all of these laws, registration harvesting will become even more intense. I am interested to see what they do to try to shut that down.

The maintenance of electoral rolls should be one of the responsibilities of a state’s independent electoral commission.

One can register and vote at the same time on election day.
Obviously the system needs some work.
In Colorado, if you haven’t voted in the past x-many elections (not sure of the exact number), your name is taken off the voter rolls. But you are sent a letter (to the address from which you registered) notifying you of the action, and you can re-enroll if you choose to.
However, this does NOT address the case where someone registers and then moves, but continues to vote from the original address.
And that is where the rubber meets the road. Registration or re-regustration should be relatively simple. If people run into road blocks, that is the suppression.
Not if the roadblock is a legitimate issue.
