The problem is you need a bureaucracy behind elected officials otherwise the system will not function. What do you propose replace everyone every 4 years? Completely ludicrous. Demand they have no political affiliation? Infringement of their rights and totally unworkable.
Why wouldn’t funding elections work or putting a dollar limit on what they can spend? Right now the candidate who raises the most is at an advantage and with that comes promises to donors and PACS.

In Ky’s primary yesterday, (democrat incumbent) over 1/3 more voted for Republican candidates for Governor over Democrat candidates. How much if any, the report had to do with the R turnout? I don’t know but Ky might turn red again.
Trump backed Daniel Cameron won.
Break the FBI up. The GOP led lower chamber of Congress can use this report to propose legal reform with its constitutional power of the purse.
