altruism to protect others is not going to be a good enough motivator to overcome all the hesitancy.

And that is the real problem.

That ressentiment is almost an inevitable result of continuous imposition.

Other Western democracies managed to trust their medical bureaucracies and live through “impositions” better than we could.
