You still have not proven your claim that the all fees the volunteers pay get reimbursed.

Because that is not what the bill says. They will get an estimated payment back for their participation. They will not receive all their fees paid back and I hazard a guess their payment will be in no way equal to or more than the fees they paid.

There are many different ways they are collecting the data and independent and 3rd party entities will collect the revenue and forward to the Treasury.

The purpose? Revenue generation from a guaranteed source. Their objectives are many and too long to list/copy and paste.

Your claim was not that they would receive a payment in return for their participation. I already stated that.

Your claim was that they will be reimbursed all their fees. That is a lie.
