There was nothing misleading about it. It’s a pilot program with volunteers. You suggested there’s a per-mile fee for everyone.
BTW: Lots of pilot programs that bring revenue streams do not get implemented.

You still have not proven your claim that the all fees the volunteers pay get reimbursed.
Because that is not what the bill says. They will get an estimated payment back for their participation. They will not receive all their fees paid back and I hazard a guess their payment will be in no way equal to or more than the fees they paid.

There are many different ways they are collecting the data and independent and 3rd party entities will collect the revenue and forward to the Treasury.
The purpose? Revenue generation from a guaranteed source. Their objectives are many and too long to list/copy and paste.

program, the Secretary of the Treasury, in consultation with the
Secretary of Transportation, shall estimate an amount of payment for
each volunteer based on the vehicle miles submitted by the volunteer
for the calendar quarter and issue such payment to such volunteer
participant.
It’s a pilot program. They are volunteers. They are reimbursed based on their mileage. You original claim was wrong. Dig all the rabbit holes around that you want.
