I think what he is likely referencing is the recent finding that most of the people who registered to vote in NH on election day using out of state licenses have never gone on to either register a vehicle or obtain a NH license since they voted in 2016. Is that rock solid proof they were out of state voters gaming the system, no, but it has raised a few eyebrows.
