To them, if it is not expressly legal, it is illegal. They need permission from the state.

First, You aren’t a liberal. At least not in the classical definition you use.

Second… If a law doesn’t expressly outlaw something then it is allowed right? However, just because something is allowed to happen… doesn’t mean it happens.

That was my point about late term abortions. They are allowed to happen in most states, for “any reason”
