Every state has been declared “states of emergency.” What does that mean?

He hired a lot of Our brothers and sisters south of our Border. He would like Congress to do their job with immigration reform. And illegal alien is illegal.

It means that the governors of those states get to decide when to rescind them. The President cannot rescind an order that he did not make

pssst… he did make them. That’s how it works. The states ask the federal government to declare a state of emergency, the President does so.
