There are many possibilities for recruits for clandestine drone attacks inside Iran.
There are over 200,000 Jews of Iranian origin in Israel.
There are Iranians who had connections to the Shah’s regime.
There is ISIS-K, which took credit for killing at least 84 Iranians at a funeral observance last year. ISIS-K includes recruits from Tajikistan, a former Soviet republic in central Asia. Tajiks speak a variety of Persian and are predominately Sunni Muslim. They are also found in Afghanistan and other central Asian countries.
He wanted to be leader, he approved the attacks, so yes then going to Greece (assuming he did) does smack of cowardice.
A leader authorizing a preemptive attack on another nation then leaves because of the possible counter attack is not a good look.
To be fair, until I see some reputable reports, I’m not believing it. Netanyahu is many things. A coward is not one of them.

Israeli Prime Minister Benjamin Netanyahu’s official aircraft, known as Wing of Zion, has been placed at the flight information region (FIR) in Athens after transporting the Israeli ambassador to Greece on Friday.
The plane brought Noam Katz to Athens after commercial air traffic to and from Tel Aviv airport was suspended following Israel’s massive attack on Iran, CNN Greece reported, citing sources in the Foreign Ministry.
In aviation, a FIR is a designated airspace that provides air traffic control services such as flight information and alerting.
The ambassador was the sole passenger on board.

This does not sound good at all.
Iran has struck Israeli military sites, including the IDF headquarters, as Tel Aviv braces for another round of attacks.
One missile that breached the Jewish state’s air defenses was seen hitting an area where several IDF facilities are located, including its main command center, their equivalent to the Pentagon.

It looks like Iran received upgrades to their guidance systems from someone. It makes sense, with Russia using them as a supplier for weapons, Russia probably gave them advanced tech to build effective munitions for Russia to use in Ukraine. And of course the Iranian’s would incorporated the up grades into their own weapons.

Anyone with access to suitable drones, shipping containers, and the right technical support could do the same in the US or Europe. Foreign or domestic intel agencies certainly have these capabilities, but they would probably use a front group to provide plausible deniability.
For example, the Houthis could launch an attack against Washington by fitting out a container and sending it to the port of Baltimore for storage. They don’t have to be in the US to attack the US.
The attacks in Iran appear to be targeting leaders for assassination in their homes. Regime change by drone attack appears to be the plan against Iran. The same thing can happen here. Knock of the a few of the right people and a different party is in the White House and in control of Congress.
