That’s what I don’t understand, the alternative is not any better. Either he didn’t want to be bothered honoring losers or his staff was too incompetent to get him there. Both are bad

No, that was not the reason. The literal job for his staff is planning contingency plans for occasions such as this. It’s the reason his transportation is shipped in advance. Either the story in the OP is correct or his staff is incompetent
