The article I read said Amazon committed to the job training, but I don’t see it in any article on NYT now.
But from NYC website:
“The City-State agreement with Amazon includes commitments to build a jointly-funded 10,000 square-foot onsite employment center to connect local residents with jobs and training. A $15 million investment will expand the JobsPlus program to Queensbridge Houses and expand tuition-free tech training to its residents—serving nearly 1,800 residents over the next 10 years.”

Like sports arenas, most of these deals turn out to be very different than was planned. However, the politicians that give the ok can campaign on the great deal that they made. Nobody looks under the carpet.
Believe it or not we are both essentially in agreement.
I like Utah’s system. Utah pays some companies to locate to Utah (from the state level). BUT the companies sign an agreement that the money trickles in over a set number of years. The company also has to reach certain goals (number of employees AND the wage they pay them) and maintain those goals. They fail to reach the goals, or drup under the numbers after they reach them, the government money goes away.
