The Supreme Court does not have the power to enforce laws. It can rule something unconstitutional. They have to rely on the Executive branch and congress to enforce it. Hence a law they can enforce. Simply stating the Supreme Court will rule and the DOJ will do it is naive.

No they can rule they have to. But the enforcement comes from DOJ. They can refuse, nothing the SC can do about it. Unless there is some criminal statue then other courts could.
