It should be just like watermelon stands around my part of the world. If I wanna grow some weed and sell it out of the back of a truck why is that is criminal activity but the dudes who can afford the buildings with 100% camera coverage can sell it?
Growing pot is simply farming. It’s no different than growing tomatoes and then selling them out of the bed of a truck in my opinion.

I have seen the setups in several states (both medical only and recreational), and have seen that it’s more than just a sin tax: it’s outright exploitation.
