The President can’t just make ■■■■ up, call it an emergency and then use funds anyway he wants. That is not legal.

No, it is the allotment of money to the various departments and agencies of the federal gov’t via the federal budget passed by congress.

He’s not appropriating money, he’s reallocating money that’s already been appropriated and redirecting it under the legal authority granted under the Emergency Powers Act.

When Congress appropriates money for specific purposes, the Executive can’t willy-nilly redirect it for another purpose of his choosing. I’m sure you’d agree with that. If Congress appropriates money for a general fund, to be used by the Executive branch as it sees fit, then sure, it’s fair game. Is that the sort of fund Trump is claiming from?

Sit back and watch. It doesn’t have to be a “military emergency”.

It’s been done by pretty much every president going back at least to the Johnson Administration. It’s going to happen again.

Treasury doesn’t hand out bundles of money prior to it being spent.

It doesn’t have to be done via emergency declaration.

That’s just a spreadsheet.

All of those “accounts” are part of the Treasury.

And that’s not an “article”. It’s an opinion piece.
