California is still a state and as such, it’s citizens are still citizens of the United States. Part of declaring a federal emergency enables them to utilize the Stanford Act and NEA as well as public health and Social Security Acts.
Federal states of emergency are usually declared days before they even make landfall in Florida and there is no damage to assess, just estimations on the damage they can cause.
