To be honest I wouldnāt have to know that. He was counting on cop not shooting him in the back while he takes a better defensive position. Thatās what video appears he was doing. At least that was my first thoughtā¦which is usually correct.

Because heās not allowed to. Which means he didnāt shoot the suspect because he chased him. Which makes the chase irrelevant.
He shot him because he got out of the car armed. Donāt know if the cop told him to get out of the car or not. No doubt he told him at least once to drop it.
So, the shooting begins when the car door opens.
