Seems like a very self serving letter to get attention for yourself and show voters you’re in the fight without actually having to do anything. Especially throwing in that line about responsibility to shareholders.

Why would you want me to tell you? I’m not a lawyer (thank goodness), and I haven’t been to Target in years to examine their merchandise. But I assume the letter-writing AGs are lawyers and I assume they’ve examined the merchandise in question. So why won’t they tell us?
