Yes… but no one knew that there was a for real ongoing investigation into the Trump campaign until after the election.
It wasn’t “cooked up” it was actually a thing. The campaign was meeting with Russians at a rate that was quite alarming to anyone with a brain. And… they lied about it repeatedly when it started to come out.

And the Steele dossier wasn’t known to the public until after the election also.
Steele was working for and at the direction of the FBI at the time.

He did not go to the press at the direction of the FBI. In fact, their relationship ended for exactly that reason.
If you have evidence Steele went to to the press at their direction, present it because everything we do know contradicts your assumption.
