You could even extend the offer to all people seeking to provide their children a better life.

Provably false. Trump put his policy of raising tariffs if Mexico didn’t curtail illegal crossings into effect in June of 2019, resulting in an immediate and drastic decline in border crossings. This was many months before Covid was known to exist.
