Parents-in-planning should create their own financial incentives. Millennial and Zoomer parents should have their finances arranged into a fortress before they even consider kids.
$5000 is a drop in the bucket. The cost of raising a child to age 18 runs from $250,000 to $500,000, so that doesnt include college.
Child care costs are crushing and is a major factor in young people forgoing having children. Unlike the old days in an agrarian where more kids meant more hands working the ranch/land, the raising of children today costs resoruces not generates them.
