Here are the highlights of the September 12, 2018 Executive Order on Imposing Certain Sanctions in the Event of Foreign Interference in a United States Election:

Timelines:

Section 1(a) Not later than 45 days from 11/3, Ratcliffe conducts an assessment;
Section 1(b) Not later than 45 days from then, Barr + Wolf prepare recommendations;
Section 1(f) Not later than 30 days afterwards exacting framework is developed by Pompeo, Mnuchin, Wolf, Barr and Ratcliffe to carry out their respective responsibilities pursuant to this order.

Specific sanction powers herein include:

Section 2(a) Mnuchin can seize property of any entity directly engaged in, sponsored, concealed, or otherwise has been complicit in foreign interference in a US election.

Section 3(b) Mnuchin can prepare recommendations as to whether additional sanctions against foreign persons may be appropriate which includes the largest business entities licensed or domiciled in the country whose government authorized, directed, sponsored or supported election interference including at least one entity from each of the following sections: financial services, defense, energy, technology, and transportation.

Wisconsin had an law requiring money upfront to do re-counts in any of their counties.

In Georgia and Michigan the recounts costs apparently were borne by the government.

No harm, no foul is probably not going to cut it here, not even close.

You make a valid point. Just try to digest how the Trump campaign is setting in motion that the way these re-counts are currently being performed is essentially an exercise in futility.

Trump himself gave you a hint the other day in stating without an audit of the signatures during these hand counts there is nothing that will detect the massive fraud alleged.

Even so, there were still thousands and thousands of ballots found uncounted in Georgia nonetheless. Maybe not enough to overturn the Biden lead on its own, but certainly an embarrassment for several state and local election officials there in the Peach State nonetheless.
