Will the bridge to Sicily be finished before the California high-speed rail line?

Work on the bridge across the Strait of Messina has been delayed several times. This report from March said that the work should start by the end April with planned completion in 2032.

Construction has still not started as early June.

The official complete date for the California high-speed rail is 2030, but this report from February is saying that it is likely to be finished after 2033.

Southern Italy has a reputation for inefficiency and Mafia-style corruption. California appears to be challenging Sicily on both points.

Is California ready to take the world title in corruption and inefficiency?
