Or… and now hear me out… Roger Stone is a crook.
It could be both.
Though, frankly, I would be okay if everyone simply stopped paying taxes. The federal government is corrupt and most of what it does is illegal under the Constitution

I had a family member who was a IRS agent. I once asked him how one might not pay taxes and get away with it. And he said that over the decades individuals and corporations have tried about every trick in the book. And ultimately they all get caught.
