There is no difference between a “short-term spending bill” and a “budget bill”.
I don’t know where you guys came up with that distinction, but it doesn’t actually exist.
A spending bill is a spending bill.

What’s the difference?
The only difference I see is length of time involved.
The scope and time frame is different and you know it. The short-term spending bill is a stop-gap measure to avert a shutdown.
