Not an expert but if google is an expert, it says title IX allows the federal government to,stop funding to non compliant schools. Which of course asks the question of what title IX means. A local Texas federal judge ruled just this week that Biden could not change title IX to include gender.
What will SC say? You tell me.

If the federal government can withhold funding to force states into raising their minimum drinking age, they can withhold funding in order to stop states from sanctioning girls getting bullied by sick depraved males.

All of those were by statute, not executive fiat. Maine law, on the other hand, supports if not compels the Governor’s actions.
If the Supreme Court agrees with the Trump interpretation of title IX, then withholding funds from Maines schools will be by statute too.
