You can search TESS for the word mark Keep America Great! and see the Trump Organization is not the only entity to hold a trademark for that phrase.
Furthermore the registered goods and services listed under Trump’s trademark do not list flags where other do.

You cannot sell them commercialy by the thousands without a license to do so.
But you do know people do it right? It’s been a problem for many campaigns. It’s done all the time. It’s illegal but it’s done all the time.
A lot of unauthorized merchandise is sold.
So yes you can sell the stuff until someone legally makes you stop.
