The Texas Democratic Party found itself in hot-water this week after a government watchdog group accused liberal activists of urging “non-citizens” to vote in the upcoming 2018 midterm elections.

From what I understand nothing illegal has taken place with these applications. There is nothing illegal by having pre checked voter registration applications sent out. It might not be smart but it is not illegal, even if they are sent to non citizens, as long as the application clearly states the illegality of non eligible parties attempting to defraud the system.
