I have no doubt reopening was a factor. California didn’t have an aggressive reopening.

I saw it at 13:00 local time. It’s not 11:59 pm yet. The news said local officials are attributing most of it to testing.
Health officials in my state do not attribute an increase in hot spots to protesters, but rather to bars and the like. It’s a myth. Probably because they were outside, not in an enclosed space.
If protests were a major factor in this spike, we’d be seeing a more wide spread increase in major cities across the us.
