I don’t think he’s allowed to do that for two reasons.

How are they attacking it?
The tariffs might be causing short term pain but the government has been way too deep into the farm industry for 50 years now. The real problem has nothing to do with tariffs, those are there to correct another problem government has been ignoring for way too long.
What does the government getting out of the farm industry look like and what problems get fixed?
