If they deem you as a threat to yourself you can be committed for 72 hours after that you need a judge.

You can be committed based on anything its up to the doctor at the hospital, there is a general framework but its a case by case thing.

No repercussions for filing fraudulent red flag requests. Anyone and everyone can file a request.
