I use quotas in a broad sense when referring to Affirmative Action programs in general.
Affirmative Action programs use equations where race is a variable. There are desired outcomes. The most highly qualified individuals don’t always get the job when Affirmative Action programs are involved.
With those kinds of programs, it would only make sense that someone’s qualifications might come into question. Questioning them has nothing to do with racism.
Why not tell the whole truth instead of doing what you usually do and leave out the parts that don’t fit your agenda.
