Again, why would they lower grand larceny to petit larceny because the person has a weapon but otherwise leave it grand larceny if they don’t?
What if studies showed that for first time offenders 5+ years of incarceration was setting up the offender for greater chances of recidivism, more difficulty reintegrating in society, more broken homes, and a greater cost to the tax payers vs diversion and a fine?
