- if you are black, the cops can arrest you.
- If you look Hispanic, the cops can arrest you.
Sometimes it is a 2-point test (eg “driving while black”)

The ruling, whiich is temporary, does not change the standard for arrest. Nor does it require anyone to produce ID, or answer questions unless they were already required to regardless of race etc..
