This isn’t that complicated. A person is here on a Visa, gets an itin, overstays their visa, and is now an illegal with an itin.
Any discussion on “illegals can’t get itin’s!!!” is just picking a nit so as not to appear as foolish.

as a practical matter I doubt people with ITNs move ADP numbers much. To the extent that people working without GC are reported in the ADP numbers its people with work authorizations from DHS along with SSN.

My point is, illegals aren’t in adp systems because they don’t have a ITIN or social.
Are you saying that 32000 “illegals” were just visa overstays? And that’s why they would have a record in an adp system?
One way they just make one up. Another way is they pay someone to use their social security number. Happens all the time,
Employer gets a letter at the end of the year that the SS is not real. Or they get a letter that says that SS number does not match the name.
The employer just keeps paying the illegal even after the irs contacts them year after year and the irs does nothing.
E-Verify was supposed to fix that problem. Problem is the fed does not enforce E-Verify.
I know a young man that filed his tax’s at the end of the year and a few months later received a bill from the irs for wages he failed to include on his tax form. After several months of arguing with the irs that there was no way he could have worked two jobs several states apart at the same time. The irs eventually admitted that the name did not match the name of the ss card holder.
The irs never collected the money he owed. They did not arrest him. And he probably moved to another company and used some other SS number.

You tell me. The 2024 estimate for the number of overstays was almost 450,000 visa overstays. All of which would have been employed, and you’re raising an eyebrow that ADP only reported a loss of 32,000? There should be 450,000 less overstays in our system this year.

ITINs do not provide authorization to work and cannot be used as part of the I9 application.
Hence illegals are highly highly unlikely to be counted in the ADP job numbers.
