Your defnition of socialism, is probably the Venezuela or N Korea kind, vs the Nordic hybrid version of capitalism and socialism vs our current hybrid version, which is far more capitalism than socialism.

Change the tax code for family run produce markets and lower rent costs for these facilities. In exchange, negotiate pricing policies which still benefit the owner but reflect their lowered overhead.
Problem pretty much solved, and no socialism needed. Providing cheap property and favorable tax rates are a staple when it comes to inviting businesses into a community.
