DOJ doesn’t have to interpret it.
Sooo… what does Hunter Biden have to do with that? And why is it the consensus of the IC that Russia, not Ukraine, meddled in 2016?
Who’s lying? Career diplomats and civil servants, or the Trump administration? Cui bono?
“That’s news to us” is not disputing that “that” Is happening. It is merely stating ignorance as to whether “that” has been happening.
Where did ongoing DoJ investigation into Ukraine come from? The White House believed there was an ongoing investigation into the 2016 election, not Ukraine. Future cooperation between the DoJ and Ukraine was telegraphed by Trump in the phone call. Past cooperation was not. It would be unrealistic to expect the previous administration to cooperate with the DoJ on any official level, since they would work against disclosure of their collusion with Democrats.
That advice is really against the American spirit. It goes more along with Russia.

There has to be a unification between the two interpretations.
Whoever thinks he was worried about stopping Biden’s campaign tend to over estimate Biden’s appeal as a candidate.
The President had earlier said that Biden posed no daunting challenge to his reelection.
Trump viewed Biden as the front runner. Biden had the most name recognition. Trump sought to find dirt on Biden to weaken him now, so as the Democratic primaries begin, there was a less likely chance Biden gets the nomination.
Trump would never admit that a challenger poses a threat to his re-election.
