I wonder why this supercedes the executive’s authority over the Department of Homeland Security.

Written binding agreement. The new director of homeland security would need to renegotiate, or if there is a cancelation clause in the agreement follow it. They just can’t ignore a signed agreement.

It will be tough for the JoBana crowd when they see what else he is going sign off for.
