Oh hell no. None of the CCP answers to the Chinese people. They don’t even answer to the State.
China is honestly fascinating because its one of the few countries in the world where its most dominant force (the CCP) exists outside of the traditional levels of state power and control over its own territory.
Just the oaths of the PLA soldiers show that. They don’t swear an oath to protect and uphold the Chinese state. They swear an oath to protect the party.
Like in no other country would the most decisive leader of two entire decades (Deng Xiaoping) never have held any important state or even Party titles. He was never general secretary of the party, he was never president of the PRC, I don’t think he was ever the Chairman of the Central Military Commission. He was paramount leader solely because he defined the course after Mao. He was at his most powerful when he was officially retired in the late 1980s.
