First a proclamation of a State that insurrection is a necessary prerequisite for cascading powers by the Federal Govt at the discretion of the President to restore order to take place. This includes the deployment of armed forces acting as a police force.
Congress must be notified “as soon as practicable after the determination and every 14 days thereafter during the duration of the exercise of the authority.”
