So you hate the idea that girls should win any athletic events that require strength?
Venus Willams can probably beat 98% of men on the tennis court, but she would be lucky to make it past the first round at the men’s pro level.
They already are.
There is a good reason why we don’t see many girls qualify to play on high school football teams and it’s not because they are not allowed to try out.
If tiers were based on strength, would she play these men you speak of?
Can those reasons be quantified beyond chromosomes?
One can be queer and still be heterosexual.
The term queer is really broad these days.
If they do it by tiers, then many sports requiring upper body strength will never have any girls in it. And you know how much attention third tier teams would get.
You would be surprised how many people self identified in my upper middle class high school as taking hard drugs, in the 60s. It was BS.

Can anyone show even one instance where a female transitioning to male has even made the cut on the male team, let alone placed, or set a record, in all state HS, or NCAA level competition?

Tiers based on strength? As measured how? And what about skill? Or are you just going for participation and not excellence?
This is getting flat out ridiculous. 
Of course, have you seen that woman? She’s a physical monster … but she would rarely win.
Not chromosomes, genes. Genes determine physique. The chromosomes simply determine which genes activate so as to determine how the physique develops. Men who transition to women have the physique of a man no matter how woke you are about it.

Are the differences between men and women that give one an advantage over the other in a particular sport measurable? If they are, then we should be able to get an array of data and group athletes based on it.

Yes, they are measurable. That’s called performance. The male species has the physical characteristics that give them the performance advantage over women in most athletic endeavors. That’s why there are men’s and women’s divisions in sports and that is why men who choose to become women and choose to compete athletically against women have an advantage over most women in the competition. Of course you can find some women who can out perform some men, but on the whole, women don’t stand a chance against men … and that includes men who have become women.
