as CJ said Trump is the President and ultimately is the leader of the nation. Ultimately leaders are held accountable for the success and failure of their teams or organizations. And a good leader automatically takes responsibility.

Yes Congress is a equal branch they share some blame no one is suggesting otherwise.
but they don’t run the government the executive branch does which is commanded by the President.
