Why not make em justify there existence?
Let’s try this.
Let’s say we are talking about thousands of programs.
As a first cut we take them all out. A couple of dozen immediately float to the top where a critical service has been cut. It is quickly restored without interruption or impact.
As an alternative, we could hire large numbers of staff to identify and research each of the thousands of programs. Over the course of the next several months we could individually cut those programs we found to be of little to no benefit.
I think option 1 makes the most sense. It is a rare program that can’t experience a brief interruption in service, without impact.
And also look into why they are destroying classified documents.
