But I have read a lotta tweets about USAID in particular being a hotbed of poltics and deceit so . . . I’m not gonna stand up for it without more info.

I actually like the idea of the functions of USAID being run by the State Dept. It creates a more unified front and lessens the chances of two separate departments doing things to contradict each other.

The JNS article mentions the UN’s World Food Program, but we’ve also seen how the UN’s UNRWA has been complicit with Hamas in Gaza. Heck, some of the recently-released hostages said they were held in UNRWA camps!
I have no qualms about USAID finally getting some discipline under the eye of the State Department.

Getting a handle on what USAID is really spending on is healthy.
From a FOX report:
USAID has been increasingly questioned by Republicans over its alleged funding of research relating to the coronavirus at the Wuhan Institute of Virology, as well as millions in aid that supports LGBT rights abroad, and dozens of millions of dollars for migrant crises in other countries, like the nearly $45 million slated to provide emergency food assistance and economic support for Venezuelan migrants in Colombia.
Rubio is being diplomatic in saying things like: “(USAID) needs to be aligned with the national interest of the U.S. They’re not a global charity, these are taxpayer dollars. People are asking simple questions. What are they doing with the money?” he continued. “We are spending taxpayers’ money. We owe the taxpayers assurances that it furthers our national interest.”
When money and resources are actually going to our enemies, it’s time to shut off the main valve and fix the plumbing.
