Israel along with the UK other allies also act as attack dogs for the US.
Israel is free to bomb practically anyone at any time without working about congressional reporting or formal White House White House approval. Israel, the UK, and other allies in the Middle East are free to rebel/terrorist groups favored by the US. Israel and the UK are also free to surveille American citizens without pesky warrants and then forward the information to the US government.
At least we are benefiting if that is the case. Much better thn the alternative

Who said they collaborated? They were aware the attack was likely to happen and decided it benefited them to stay hands off. Israel works as hard to drag America into wars that have 0 upside for USA as Ukraine.

The obvious explanation is that US intel services were complicit in the Israeli actions listed in the OP. That explains why the reaction in Washington has been coverups instead of punishment of Israel.
US and Israeli interests have generally coincided, so it is difficult to say who is really driving things. The US MIC and security state have benefited tremendously in terms of funding and power as a result of endless wars in the Middle East that support Israel.
Pro-Israel lobbyists certainly have a lot of influence in Washington, but ultimately Israel is dependent of US aid, but if push comes to shove, Washington takes charge. That was the explanation US-Israeli of recent relations from Dr. Doctorow;
