Maybe. This study seems to contradict this claim, saying about 75% of sea level rise is due to ice melt but only studies less than a decade. What is your source?

The Article you linked to titled, “Why the Globe Hasn’t Warmed Much for the Past Decade” is dated from March of 2013. Since that time, 2016 was the hottest year on record globally with 2015 and 2017 essentially being tied for the 2nd hottest year on record globally. And this year 2018 (with strong La Niña conditions during the first few months of this year) is on track to becoming the 4th hottest year on record globally.
As others have pointed out on other topics, they’re going through the five stages of grief.
