after the link is reported to twitter. yes. twitter doesnât monitor every post that is made. posts arenât investigated until they are reported.

They are not really, Giuliani forgot a space and typed a web domain. Twitter linked that domain which is what it does when you type a web domain into a tweet.
There are over 700,000,000 Tweet a day its a long queue.

Yes and a computer did and their is nothing illegal about the domain, hence why it didnât automatically get removed after being reported.
