Ukraine is fighting Russia. It’s going to take more expensive things to help them, than it is to furth secure our border.

They are 1 of three components required to pass a bill.
They don’t have the leverage. If they want this - if it’s such a crisis - they are going to have to negotiate and compromise.
Instead they went home.
