His eyes seem to be pointing in two different directions. Maybe eye trickery is literally tricks with his creepy little eyes.
When I tried to track down the picture, I saw one site that claimed this picture was taken in the very early morning hours of a building known to be vacant for years. So maybe trying to get a ghost story going?
Oo, I love ghost stories!
But as to what is readily visible, I say a toddler with a glow to his eyes looking out a window.

There’s a different perspective. It’s not a window, maybe a counter his hands are on, and this is a picture of the mirror.

Nothing supernatural going on.
That was actually a sneaker I took a photo of on the side of the road, not the color changing variety. Just for fun.
